Enter the Ukrainian defense market
Ukraine is where defense technology is proven, procured at scale and partnered into NATO markets. Whether you're deploying capital, validating a system or building a footprint, Wiseboard is the operator on the ground that gets a foreign player in — with a named partner network no connector can match.
What do you want to do in Ukrainian defense?
Foreign players come to Ukraine for six different reasons — each with a different route. Tell us which, and the path is mapped end to end.
Invest
Get exposure to combat-proven Ukrainian defense companies — screened, structured and held in a vehicle a foreign investor can legally own and exit.
For investorsAcquire
Take a controlling position — buy a Ukrainian company or a capability, sourced off-market and structured so you can legally own and integrate it.
Buy-side M&AValidate
Put your system through independent, combat-condition evaluation on the Proving Ground, with a white paper you can act on.
Proving GroundLocalize
Build joint production, a JV or a supply-chain footprint under the Defence City regime, with vetted local partners.
LocalizeAdopt
Bring Ukraine's battle-proven unmanned edge into your own force — evaluate, license and field the systems that already work.
AdoptProcure
Buy the product — combat-proven Ukrainian drones, components and systems — sourced from vetted suppliers and run through the 2026 export mechanism to a signed off-take.
Buy & off-takeThe market the rest of defense is trying to read
Three things make Ukraine the entry point for any serious defense company — and 2026 opened the door.
The proving ground of modern war
No lab, range or exercise iterates like the Ukrainian front. Technology that works here is validated against a peer threat at a speed no allied market can reproduce — the strongest proof a product can carry into NATO procurement.
A $35B market, now turned outward
Ukraine built about $35B of annual defense production in three years, roughly 1,000 manufacturers, and in 2026 opened controlled exports. Demand, production and — now — a legal way to trade across the border sit in one place.
A foothold in Europe's rearmament
Europe is rearming — the EU's €150B SAFE and allied procurement. Ukraine doesn't draw those loans, but a company that localizes here builds toward supplying that demand as a (sub)contractor, inside the supply chains being rebuilt around combat-proven capability.
Every way in, one team
Access to the Ukrainian market is not a single door. Wiseboard runs every route, end to end — and stays accountable through each.
Battlefield validation
Put your system in front of the only battlefield that tells the truth — independent, combat-condition evaluation with a white paper you can act on.
Procurement pathways
How you actually sell into Ukraine: Prozorro for non-lethal, and the Defense Procurement Agency (DPA) — the direct point of contact for foreign armaments suppliers — plus the codification and structure that make you procurable here.
Local partners & production
Clusters, manufacturers and localization under the Defence City regime — joint production, JV and supply-chain partners. The path primes like Rheinmetall already took to a footprint on the ground.
Market intelligence & positioning
A ground-truth read on where the demand, the threat and the money are moving — and the positioning to enter as a partner from day one.
From first look to a footprint
Each step builds on the last — the path from evaluating the market to operating in it.
Map fit & mandate
We map what you want from Ukraine — validate, sell, partner or localize — against where the demand and the fit actually are.
Validate on the ground
Your system evaluated in real conditions, documented as proof you can put in front of buyers and boards.
Pathways & partners
Procurement channels opened, and the right clusters, manufacturers and legal / finance partners introduced — under NDA.
Localize & scale
Joint production, a local structure and the operations to turn entry into a durable presence in the market.
For companies that ship
Organizations with a product and the intent to operate in — or sell into — the Ukrainian market.
Established primes & OEMs
You build defense systems and want them proven, procured and partnered in the market that sets the standard. We open the ground and the deals.
Manufacturers entering Ukraine
You want a production, supply or sales footprint in Ukraine but need the partners, structure and channels to do it right. We run the entry.
Allied governments & procurement
You need a ground-truth read on Ukrainian capability and a route to source or co-produce it. We give you the evaluation and the introductions.
The doors into Ukrainian defense — and the one that connects them
Ukraine's defense ecosystem has many entry points. Most foreign players pick one and stall at the seams between them. Wiseboard is the operator that runs across all of them.
- Clusters
- Regional and sector hubs — Iron Cluster, Techosystem, BazaIT, LemBS — where companies, engineers and the military convene. The fastest way to reach vetted makers.
- Brave1
- The state defense-innovation cluster: grants, validation and a pipeline of 2,300+ teams. Where much of the market is first proven.
- Diia.City & Defence City
- The legal and tax regimes that make a Ukrainian structure predictable for a foreign investor or partner — the framework you underwrite on.
- Procurement — DPA & Prozorro
- The Defense Procurement Agency (armaments) and Prozorro (non-lethal) — how product actually gets bought in Ukraine.
- The capital layer
- Local and international funds, family offices and strategic capital — including the strategic capital Wiseboard opens.
Whichever route you take, one operator runs it.
Wiseboard connects the whole ecosystem, navigates your path and gets you in — your single go-to partner, from first look to a footprint on the ground. So you don't stitch together clusters, funds, testing ranges and procurement offices and hope they line up.
A named partner network
Anyone can offer «market access». What makes entry real is who is actually on the ground — capital, clusters, legal, finance, communications — run by operators who have built, certified and scaled defense in Ukraine. This is Wiseboard's network, named.

Questions foreign companies ask
Can a foreign company sell into the Ukrainian defense market?
Yes — through the state procurement channels and the Brave1 ecosystem, with the right structure and, where the product needs it, NATO codification. Wiseboard maps the procurable path for your specific system and opens the doors.
Do we need a local entity or local production?
Not to start. Validation and first procurement can run without it. Localization — a joint venture, a production footprint, a local structure — becomes worthwhile as volume grows, and is one of the four routes we run.
How is this different from a connector or a consultancy?
A connector sends introductions; a consultancy sends a report. Wiseboard is the operator on the ground with a named partner network — clusters, legal, finance, communications, capital — and runs the entry end to end, accountable through each step.
What does battlefield validation actually give us?
Independent, combat-condition evaluation of your system against a peer threat, documented as a white paper — the strongest proof a product can carry into NATO procurement. It runs through our Proving Ground (/testing).
Is this only inbound — into Ukraine?
No. Wiseboard runs both directions: foreign companies into the Ukrainian market, and Ukrainian defense companies out to global capital and export. Entering here often opens the other side too.
We're bound by ITAR / EAR / EU dual-use. Can we bring our technology to Ukraine?
The export licence on your side stays yours — Wiseboard doesn't replace it. What we do is map the destination side: what is actually procurable, the end-use and the structure, and, with our legal partners, keep the entry compliant. Validation can often run on capability already cleared for the theater.
How is our IP and our footprint protected in a war zone?
The way every serious deal here is built: production distributed and, where it matters, duplicated abroad; IP held in a clean structure outside the operating entity; access on a need-to-know basis; everything under NDA. War risk is separated, priced and managed at every step.
