Eligibility
Open only to small, for-profit, independent U.S. businesses majority-owned by U.S. citizens/permanent residents (≤500 employees, per 13 CFR 121.702). A Ukrainian company realistically competes through a U.S.-incorporated, U.S.-controlled entity or a U.S. partner that fronts the submission.
