CASSINI is the European Commission's initiative to grow space and dual-use startups, bundling prize competitions, an accelerator, investor matchmaking and a dedicated investment facility, with EUSPA involved on the space-programme side. Its instruments target startups established in the EU or associated countries, so a Ukrainian space or ISR company typically engages once it has an EU footprint to satisfy the eligibility rules.
