The Cyberagentur is Germany's federal agency for innovation in cybersecurity, jointly owned by the defence and interior ministries and set up to fund high-risk, potentially disruptive research on a ten-to-fifteen-year horizon. It works through open competitions and research challenges rather than routine grants, backing ideas too speculative for ordinary programmes. A German or wider EU footprint helps a Ukrainian team qualify for and deliver against these challenge contracts.
