The Digital Europe Programme is the EU's deployment-stage funding instrument, managed by the Commission's DG CNECT, aimed at building capacity in cybersecurity, artificial intelligence, high-performance computing and digital skills rather than early research. Grants are awarded to consortia that roll out and operate these capabilities across member states. Ukraine is associated to parts of the programme, so a Ukrainian company typically participates through an EU-based consortium or footprint.
