The European Defence Fund is the EU's main programme for co-financing collaborative defence research and capability development, awarded through annual calls to consortia of companies and research bodies from member states and Norway. Ukrainian participation runs through such a consortium rather than a solo application, and the fund is grant-based — it does not take equity.
Eligibility
Calls fund consortia of entities established in EU member states + Norway. A Ukrainian company joins via an EU-based subsidiary or as a consortium partner; watch for Ukraine-specific windows opening under EU defence packages.
