EDIRPA is a short-term EU instrument, run by DG DEFIS, that financially rewards groups of member states for buying defence equipment together instead of nationally, reinforcing common procurement after the depletion of stocks sent to Ukraine. The money flows to the buying states and their chosen suppliers. A Ukrainian firm reaches it indirectly, by supplying into an EU prime or consortium that fulfils a joint order.
