The Defence Equity Facility is managed by the European Investment Fund under the EU Defence Innovation Scheme, blending European Defence Fund and InvestEU resources. Rather than backing companies directly, the EIF invests as a limited partner into independently managed VC and PE funds established in the EU or Norway, which then finance defence and dual-use SMEs. A Ukrainian company can reach it only through a backed portfolio fund, typically needing an EU entity.
