About this opportunity
The civil / dual-use security pillar of Horizon Europe — directly open to Ukrainian entities and a strong home for demining, border and CI-protection tech.
Cluster 3 is the civil-security strand of Horizon Europe, the European Commission's flagship research and innovation programme, funding collaborative work on border management, critical-infrastructure protection, disaster resilience and cybersecurity. Calls are run by the Commission and delivered by cross-border consortia rather than single firms. Because Ukraine is associated to Horizon Europe, Ukrainian entities can join those consortia and draw funding on the same terms as EU members.
Eligibility
Horizon Europe's civil-security cluster (border, infrastructure, disaster resilience, cyber). Ukraine's Horizon association makes Ukrainian entities eligible directly, in consortia.
