IARPA is the research arm of the US Office of the Director of National Intelligence, funding high-risk, high-payoff programs for the Intelligence Community. Its Open BAA is a channel for unsolicited concepts that fall outside the agency's named programs. Because the work serves intelligence missions, foreign involvement is sensitive and often restricted, so a Ukrainian team usually contributes through a US prime or research institution.

High-risk research for the Intelligence Community; foreign participation is sensitive - realistically via a US prime/research team, and some BAAs restrict foreign involvement.
