In-Q-Tel is the strategic, not-for-profit investor for the US intelligence and national-security community, taking equity in commercial startups whose technology it can adapt for government use. Its investments centre on companies able to operate inside the US national-security ecosystem, so it is realistically reachable for a Ukrainian company via a US presence.

The U.S. IC's strategic investor. Invests in and pilots commercial tech for national-security customers; strongly U.S.-oriented and vetting-heavy. Powerful validation if reachable via a U.S. entity.
