EU's flagship guarantee programme; since the 2025 Defence Omnibus it can back defence and dual-use projects (AI, quantum, space, cyber) through intermediary banks and funds.
InvestEU is the EU's flagship investment programme, run by the European Commission with the EIB Group, that de-risks financing through a budgetary guarantee. After the 2025 Defence Omnibus lifted the defence exclusion, it can now back defence and dual-use projects in AI, quantum, space and cyber. Money reaches companies indirectly, through accredited banks and funds, so a Ukrainian firm needs an EU entity and an intermediary to draw on it.
Eligibility
Financing flows through accredited financial intermediaries (banks, funds) in participating countries to EU-established SMEs and mid-caps. The 2025 Defence Omnibus removed the defence exclusion. A Ukrainian company needs an EU entity and an intermediary.
