Replicator is a U.S. Department of Defense / Navy initiative, executed with the Defense Innovation Unit, to field thousands of attritable autonomous systems — including small uncrewed surface vessels (sUSV, e.g. the production-ready 'PRIME' line) — across the Indo-Pacific this decade to counter China's mass. It is an ongoing, high-rate demand signal (roughly $1B across FY24–FY25) for USV hulls, autonomy stacks, and sensor/ISR payloads rather than a one-off solicitation; companies join via DIU's Commercial Solutions Opening (CSO), which the first sUSV round drew over 100 applicants to. A Ukrainian company would realistically plug in as a subsystem or technology supplier to a selected U.S. prime, or via a U.S. entity, since production and contracting are U.S.-based.
