Vendors compete by submitting short pitch videos; selected solutions enter a catalog of pre-vetted, readily awardable offerings that DoD buyers can put on contract quickly. Anyone can pitch, but an award is a US contract or OT, so a US contracting-eligible entity or partner is needed to close.
