SBIR/STTR is the US government's set-aside R&D programme, funding small businesses through phased awards from concept (Phase I) to prototype and beyond (Phase II/III) across the DoD and many civilian agencies. Eligibility requires a US small business, which makes it a localization route: a Ukrainian company competes through a US-registered entity.
Eligibility
Requires a U.S. small business concern (>50% U.S.-owned & controlled, US-based). A Ukrainian company participates via a U.S. subsidiary or a U.S. partner as prime. Phase I → II → III commercialization ladder.
